BYLAWS OF THE NATIONAL EARTH SCIENCE TEACHERS ASSCIATION

 

 

Article I (Officers)

Section 1: Only those who are members in good standing shall be eligible for elected or appointed office.

Section 2: The President shall appoint a member of NESTA to fill the vacancy of an elected or appointed office. Appointments to an elected office will terminate with the next election.

Article II (Duties)

Section 1: The President shall preside at all business sessions of a planned conference and at all meetings of the Executive Committee and Board of Directors. The President shall appoint Committee Chairpersons, State Contact Persons, Coordinatorsand Advisors upon taking office. The President, under the direction of the Executive Committee shall have charge of the affairs of NESTA. (2002)

Section 2: The President Elect shall preside at all business meetings in the absence of the President. The President elect shall serve as chair of the Program Committee.

Section 3: The Secretary shall keep a correct record of the proceedings of NESTA, conduct the correspondence of NESTA, and send notices of regular and special meetings of the members.

Section 4: The Treasurer shall have charge of all monies of NESTA and shall submit an annual report for audit by the Executive Committee.

Section 5: State Contact Personsshall be appointed from each state. Representatives-at-Large may be appointed. Their duties shall be to support further membership in the organization, to report on Earth science activities in the area they represent. Representatives unable to attend the annual business meeting and the Board of Directors meeting shall designate an alternate. (2002)

Section 6: Advisors shall be appointed at the discretion of the President to advise and assist in the affairs of NESTA.

Section 7: The Board of Directors shall transact business, plan the overall program for the year, make recommendations regarding proposed amendments to the Bylaws, and devise and carry out measures for the growth and welfare of the organization. They shall establish annual dues and authorize additional publications and productions.

Section 8: The Executive Committee shall have power to act for the Board of Directors and shall ratify all appointments.

Article III (Committees)

Section 1: Committees shall be appointed from time to time as deemed necessary.

Section 2: The Editor of the journal shall be appointed by the Executive Committee and shall bear responsibility for quarterly publication of The Earth Scientist.

Article IV (Nominations and Elections)

Section 1: A nominating Committee shall be appointed by the President to prepare and present a slate of nominees to the membership by mail and/or electronic means (e-mail or a secured part of the website)prior to the date when officers are to be elected. Balloting for regional directors shall be limited to the membership in the designated region. The committee shall be chaired by the President-Elect. (2002)

Section 2: Nominations may be made by the membership; election of officers shall be by mail ballot and/or by voting on a secure, official internet website for the organization. (2002)

Section 3: The election of officer shall be held prior to the Annual NESTA National Conference. All elected officers shall hold office for two years. The term of office and installation of elected and appointed officers, representatives and advisors shall be at the Annual Meeting, which shall be held during the Annual NSTA National Conference.

Section 4: Re-election to any office shall not be limited in any way.

Section 5: The president shall become past president of NESTA upon completion of his/her term of office, and shall serve in the capacity of advisor to and member of the Executive Committee.

Article V (Meetings)

Section 1: There shall be at least one meeting of NESTA each year. Meetings shall be organized and planned by the Program Committee.

Section 2: The date of the meeting shall coincide with the Annual NSTA National Conference.

Article VI (Dues and Publications)

Section 1: The annual dues shall be established by the Board of Directors before December. The membership year shall coincide with the calendar year.

Section 2: The Earth Scientist shallbe the official journal of NESTA, and shall be made available to all members in good standing in a timely manner by mail or electronic delivery. (2002)

Section 3: Additional publications and productions may be authorized by the Board of Directors.

Article VII (Amendments)

Section 1: These bylaws may be amended by a two-thirds vote of those members responding to the mail or electronic ballot, providing a copy of the proposed amendment shall be available to every member before it is to be voted upon. (2002)

Section 2: The Bylaws may be amended at any planned meeting without notice by a two-thirds vote of the membership present, provided a copy of the proposed amendment has been made available to every member before the planned meeting. (2002)

Article VIII (Parliamentary Authority)

Section 1: In all questions of parliamentary law not covered by the Constitution and Bylaws, Robert’s Rules of Order, Revised shall prevail.

Article IX (Establishment of Official Associated Groups of NESTA)

Section 1: The Board of Directors shall establish policies, criteria and operational procedures for the formation of Affiliated Groups. These shall be subject to review and modification by the Board of Directors at any time.
